I assume you’re refering to a game of Omaha Hi-Lo poker? Perhaps a more elaborate explaination of what you want your game to do would be in place.

Personally, I think your budget is far off on the low side – a poker game (especially since it’ll involve an AI) is far from trivial to program and I strongly doubt you’ll find anyone willing to create the game within that budget. Perhaps you should reconsider
